some of his nomineeses that he's trying to get confirmed in the senate. the fact that chuck hagel, there is debate about whether or not he should be confirmed. often times presidents will call for a fair up or down vote on the nominees. since he struck the theme later on with gun control, that deserves an up or down vote. it may have been he wanted to avoid it. there was nothing controversial, nothing new. so i think he was trying to play it safe. it was a pragmatic speech. >> you mentioned gun control. let's look at the moment of the night when he talked about gun control. >> gabrielle giffords deserves a vote. the families of newtown deserve a vote. >> do you think that will help? >> he was not saying you have to approve this or you have to vote yes. he was saying let's have a vote. go on the record. say, no, i'm not in favor of this. basically saying the american people deserve a vote on this. you need to go on the record where you stand on this bill. >> what would you grade him as a professor? >> maybe a b minus. it was above average. earlier first term addresses. it was inter
